STAFF RATIONALISATION

Human resource allocation in governments is determined on the basis of sanctioned positions and filled posts across different roles. The dynamic nature of key responsibilities and scope for each position, especially at the frontline, leads to divergence over a period between actual needs and allocation. It is in this context we worked in 2 states to undertake a rationalisation exercise that will allow them to reallocate available resources most optimally.  

CEGIS worked with Karnataka Administrative Reforms Committee (KARC-2) to optimise human resource allocation across the four state-owned "Nigamas," established in the 1960s for major irrigation projects in Karnataka. The current human resource distribution has not adapted to evolving needs in construction, maintenance, and technology. This exercise focused on technical staff, specifically Assistant Engineers (AE) and Junior Engineers (JE), who handle the construction and maintenance of canal networks and tanks.
